Information for Prospective Emissions Test Facilities
What Is The Emissions Program?
The Connecticut Vehicle Emissions Program was established in 1983 and tests nearly 1.3 million vehicles per year. Vehicles are tested every two years by a network of more than 200 privately-owned automotive service facilities located throughout the state. The purpose of the vehicle emissions inspection program is to identify polluting vehicles that are in need of repair.
How Can It Benefit My Customers/Business?
Approximately 1.3 million vehicles are tested each year at independently owned and operated automotive facilities just like yours. Participation can be highly profitable and provides your station with access to hundreds of new customers each and every year. Additionally, participation in this program ensures that your current customers never have to go anywhere else for their automotive needs.
What Do I Need to Do to Qualify to Become an Emissions Test Facility?
To qualify for the program, facilities must have a professional and clean facility with high-speed internet, a dedicated service bay for testing of vehicles, and a dedicated waiting area with a restroom for customers. Facilities must have a "Dealers and Repairers" license number issued by DMV. Facilities must be open and available for testing Monday through Friday from 8AM to 5PM, and Saturdays from 8AM to 1PM. Finally, the facility and its employees must be knowledgeable, professional, and committed to delivering the highest quality of customer service.
What Types of Tests are Done?
Depending on the vehicle model year, make, and fuel type, a vehicle may receive one or more of the following tests:
- On-Board Diagnostic
- Pre-Conditioned Two-speed Idle (PC TSI)
- Modified Snap Acceleration (MSA) for Diesel Opacity
- Gas Cap Pressure Leak Test
What Training is Available?
Personnel performing inspections at your Emissions Test Facility or VIN Verification Facility must become a Certified Test Inspector (CTI). To become a CTI, your inspector must satisfactorily compete the program's required computer-based and hands-on training. CTIs must re-take the training course every two years from the date of their initial certification. Complete list of Computer Based Training (CBT) Documents and Videos
